[TASK] Add static includes for ter_layout

Jens Jacobsen requested to merge 90-move-required-static-includes-into-ter_layout into develop

After merging this, the only require static include for the typoscript template on the ter root page would be "TER Frontend - Default TER Layout Configuration (ter_layout)"
